Local Area Agreement

On 29 March, 2007, the Redcar and Cleveland Partnership signed the first Local Area Agreement (LAA) for the borough. The LAA is a three year agreement with the Government (represented by Government Office North East). It is structured around the four blocks of the Sustainable Community Strategy and articulates the priorities for the local area, the outcomes that we aim to achieve for local people, and a range of performance indicators and targets that will help us to monitor progress towards achieving those outcomes. It also includes a ‘Statement of Voluntary and Community Sector Involvement’ that states how the sector was involved in the development of the LAA, and what their role will be in the future.

Local Area Agreement Funding

Under the LAA arrangements, several funding streams have now been pooled into a single payment that can be spent on achieving the priorities and outcomes within the LAA.

This includes

  • Neighbourhood Renewal and Safer, Stronger Communities Fund (hyperlink to NR section)
  • Local Enterprise Growth Initiative (link to LEGI section)
  • A range of other funding streams within the Children and Young People’s block that were previously paid directly to the Council

Local Area Agreement Performance Management

In order to ensure that the partnership achieves the outcomes within the LAA, a robust performance and financial management process has been established. This is lead by the Redcar and Cleveland Partnership Governance Sub Group, and supported by the LSP Performance Management Group.

New Local Area Agreement – 2008 onwards

In the Local Government White Paper “Strong and Prosperous Communities,” the government strengthened its commitment to Local Area Agreements, albeit in a new format.

From 2008, LAA’s will become the “delivery plan” for the Sustainable Community Strategy. It will include a single set of 35 targets for improvement, tailored to local needs and agreed between central government and the Local Strategic Partnership. In addition to the 35, it will also include 17 mandatory indicators that relate to children and young people.

The development of the new LAA, and the identification of our 35 priorities for improvement will be a key challenge over the coming months. Thematic partnerships will play a key role, and events will be organised to engage will as many stakeholders as possible.
