Stronger Communities Partnership

Building voluntary and community sector capacity

Over recent years, considerable progress has been made in developing the role of the VCS (Voluntary and Community Sector) in local decision-making and service delivery. The Redcar & Cleveland Social Inclusion Group which has in the past examined issues relating to the VCS, community engagement and community/social inclusion on behalf of the Partnership, was remodelled as a task group reporting to the Safer, Stronger Community Partnership (SSCP) in 2006/07.

In July 2007a review of the arrangements for the stronger communities’ element of the SSCP was undertaken. The review took account the current Government agenda in relation to stronger communities, considered the challenges of the agenda and made proposals for the remodelling of the partnership’s arrangements accordingly.

In November 2007 the Partnership Board agreed to the development of a newly formed Stronger Communities Thematic Block to enable the partnership to embed the stronger communities’ agenda across the partnership, and secure an overview and scrutiny function/critical friend role within the Partnership.

A key policy area for the Partnership is the development of the CECBP (Community Engagement and Capacity Building Plan), which has emerged from work undertaken in developing the Borough’s first Local Area Agreement (LAA). Organisations from both the VCS and the Council who currently support community capacity building and infrastructure development in the Borough are committed to using the LAA process to deliver support in a co-ordinated and effective manner, raising groups awareness of sources of help, increasing their confidence and ability, and supporting local people’s involvement in decision-making.

The plan focuses on the identification of the key issues and support needs, as well as opportunities for communities, VCS organisations, and public agencies for community engagement. Partners have produced an action plan with objectives and an implementation timetable, which will inform the design and performance management of co-ordinated and effective community engagement activities during the period 2007/08 - 2009/10.
