COMPACT Working Group

Compact is an agreement between local public sector organisations and the voluntary and community sector, which sets out the shared vision, principles and expectations regarding how engagement will take place for the benefit of local people. Redcar & Cleveland Borough Council established a Compact in 2002 following the Deakin Commission Report on the ‘Future of the Voluntary Sector’ and the policy document ‘ Building The Future’, and was reviewed in 2004 and extended to include all stakeholders of the Redcar and Cleveland Partnership. It was formally adopted by the Partnership and launched in 2005 at the annual volunteers’ awards ceremony hosted by Redcar and Cleveland Voluntary Development Agency (RCVDA).

The Compact is increasing in importance and requires the Council to satisfy the following Government criteria:

  • A Compact for partnership working has been negotiated with the voluntary and the community sector
  • The Compact principles are being applied across the organisation
  • It can demonstrate that it listens, supports and responds to the local community and the voluntary and community sectors and involves them extensively in service delivery.

Some good examples of the Council adhering to the principles of the Compact is through the development of the Statement of Community Involvement (a document which sets out how and when the Council intends to consult with the community in the preparation and revision of local development documents and planning applications) which formed part of the Borough’s Local Area Agreement, and also through the development of the Council’s Procurement Strategy, which involved major consultation with the voluntary and community sector.

The Council is reviewing the use of the Compact in 2008 across the organisation to ensure that its principles are firmly embedded in our policy development and service planning process, and also that it is rooted within the Scrutiny function of the Council. A new Compact Governance Group is to be established to carry out a further review to ensure a new fit for purpose Compact is published by May 2009.
